I knew I had one illustration of this strange vehicle on my HDD.

Finally I found it : this one was called a French 1897 Bollee "torpedo boat".
Bodywork by Rothschild.
Does this correspond with your source?

Mostly. The coachwork was done by Rothschild & Fils and 1897 should be the right year. I have a different brand, but there is a very strong connection to Bollée. Locked for you.
