The nature of this car is clear, it is a particular fire truck. Now the make and the model is missing. The particularity of this vehicle is that is a sort of dragster, able to reach any kind of place in few time, even off-road.
The question you should ask is a simple one, about the make....

I've been misunderstood..You can follow any lead and I will reply to any question, but in the meantime I'll indicate an easier way.
Now, this vehicle is a fire truck, and it was developed for quick response. It is also a 4wd vehicle. I don't think it will be able to go on the water and my source doesn't mention the donor vehicle, if there is any. All these questions are clever ones, but even if they won't help you, it doesn't mean that I don't want to answer.  ;)
...if you'd like, I'll suggest to focus on the make...
