Well, this page says it is a german pre-VW Golf proposal, but it is of course the 1969 Volkswagen EA 276.

Correction:
I've checked a VW book I forgot I had in my "library". The VW EA 276 was a german built styling study for a hatch-back car with front engine and FWD. The engine was an air-cooled 4-cylinder boxer but the engine was not connected (the EA 276 was not driveable). When EA 276 was built VW had not decided yet if they should switch to FWD cars instead of heck engines. But they decided later that year (1969) to go for FWD in the future. The EA 276 was not a concept car neither for Gol or Golf, but some of the ideas from the EA 276 led to the development of cars like Passat, Scirocco and Golf.

Well, you ID'd the make and model, which is all I asked for in the puzzle. Well done, SeaLion!  :)
