I hope this is not considered cheating. I asked Ivan Kolev, a car historian in Bulgaria to help me:
Made around 1969 or 1970 in Varna. On the photo is it's creator Evstati Statev, a mechanic from the same town.
The engine of this 3-wheeler is 200 cm3 1-cylinder from soviet motorcycle Tula.
As I know, during 1960s and 1970s Mr Statev has made several similar cars with 3 or 4 wheels and such an exotic design - all of them reminding a small aircrafts (without wings).

Ask him to sign up, and guido66 will, I'm sure, give him the points.  ;D

Guido took the picture from a Dutch picture library. I can ask Ivan to join, we'll see how it goes

Every bit of information has it's source, I cannot see any difference in finding the answer in a book, a magazine, on the web, or making an inquiry to solve a puzzle. Most puzzles have been solved by people who got their information from other sources, it's just that Pnegyesi is (to my knowledge) the first to admit he asked someone else.

Since he has found out more about the car than I knew, I think the point is well earned.

My source mentioned that he was waiting for approval to get it road legal. Do you know if he succeeded in doing so?

Absolutely not.
