I saw the MB answer previously. I was thinking of a revival, à la the numerous "Packard" and "Duesenberg" revival proposals that appeared in North America, based on production models from other companies. 

So, not such a car.

Was it build as a proposal by a suppler of parts or materials?

I've been doing some checking and in fact I find I was wrong.
It is indeed from what at the time was Coventry Lanchester Polytechnic. Sorry.
