I was on the right track with Norway and Sweden (Scandinavian look to the gentlemen's suit), just forgot to mention Denmark.
I also was aware of Dansk Karosser--Fabrik in Copenhagen but failed to use the proper search parameters to find this specific car.

In any case, I finally found it and can also report that it was apparently built for a Mr. Albert Andersen who was a motor sports driver and driving instructor. The badges on the front of the car represent races in which he participated.
