By the way, I am not trying to make a case for any particular coachbuilder; I am only providing additional information. I think that pguillem has earned the point either way. :)

Is the coachbuilder from Regione Lombardia?

Is the coachbuilder known for other vehicles (buses, cars, trucks)?

I did some digging and I believe I now know the location, it was indeed in Lombardia. As far as I can tell it bodied commercial vehicles

I found a picture of the same bus the day it was predented to the press.
There is no doubt it's a Bianchi Sforzesco. The date is late 1949 and there is no mention of the coachbuilder.
