It wasn't that difficult, was it? Yes, the city is quite important (in 24 of 27 cases, it is the capital)

So to get a point you have to give me make, model, country, city

Now as for the cars. Number 3 is incocrrect, and number 21 - well, it is obviously a Lada, but Russia is not a member of the EU....

Well, then, here you go:

#2 - Kevah Type E cyclecar from France (Paris)
#8 - Thomond No. 2 from Ireland (Dublin)

You said #8 was an exception to the rule, but the information I have (which comes from the very family that built the car) says the Thomond was built in Dublin (the capitol of Ireland). I can point you to the source (privately) if need be, because if your info says something else I have to question it.

Oops, sorry, I stand corrected, Thomond was  built in Dublin so it is not one of the three exceptions.

I will edit the post after the pictures so that's where the solutions will be featured.

I still believe that this particular Lada was made in Togliatti.  But there were also some Lada VFTS (Zhiguli 2105) cars made or at least modified in Vilnius.

Well, this particular car was featured in an English-language VFTS brochure, so yes, this is a Lada - modified by VFTS in Vilnius, Lithuania.

BTW, the date on the Kevah is probably about 1923. The Thomond No. 2 dates from 1929 (being converted to No. 4 in 1933).

Is # 24 a BAZ MNA 1000 as Joao mentioned, or is it a Moskvich 3733.  It was made in Bratislava.
